All of these are from Obama's administration. He also contrasts how he thinks Biden's administration works with Trump's.
In his lucid moments, Joe Biden makes big decisions like "Pull out from Afghanistan" and then his team has to scramble to backfill. So the difference between Joe Biden and Donald Trump on this one is that Donald Trump would have these moments of decisiveness and then his team would very often talk him out of it. They would say, "Mr. President, that's a bad idea". Joe Biden has these moments of lucidity where the dumbest possible ideas crystalize in his feeble brain. And then he says, "Get out of Afghanistan" and then his team instead of saying, "That's a really bad idea. Maybe we should wait.", they rush to do his bidding. And so you have, sort of, occasional guidance from Joe Biden.
